The Association of Banks in Lebanon (ABL) is a professional industry organization which was established in 1959. Its key mission is to serve and defend the interests of its Lebanese and non-Lebanese member banks and to promote them on the domestic and international markets.

The Association is a key party when it comes to expressing views and opinions on both debatable macro-economic policy issues and drafts of new financial/banking rules and regulations. In addition, it plays an active role in coordinating banks' efforts on common interest issues such as setting the minimum fees and commissions on banking products and services, negotiating the employees union on employment collective convention, and upgrading the payment and telecommunication systems.

Under the leadership of a biennial elected Board of Directors, ABL fullfills its mandate through a fulltime professional staff, organized under a General Secretariat, and through the cooperative efforts of banks' representatives in seven working Commisions.

Today, the support services provided to member banks, have grown to include:

• Advocacy & representation in public policy forums.
• Information dissemination to all interested private and public sector entities, domestic and foreign.
• Research & statistics on financial and economic issues, and
• Training & development of the banking sector's human capital.

The executive official organ of the Association is the General Secretariat which comprises several departments (Research and Statistics, Publication & Communication, Training & Administrative) which key mission, in compliance with the decisions and the leadership of the elected Board of Directors, is to promote efficiently the interets and public image of the Banking sector. The Secretary General who succeeded at the head of the General Secretariat are as follows: Mr. Michel CHARR (1963 - 1970), Dr. Pierre NASRALLAH (1970 - February 1980), Mr. Antoine OBEID, p.i.(March 1980 - September 1991) and Dr. Makram SADER (September 1991 till now).

The Association and the Saint Joseph University in Beirut jointly manage the Center for Banking Studies, an academic unit, where interested parties of the banking community can attain their specialized studies in banking, subject to a dual level program, spread over five year period.

The Association of Banks in Lebanon started its activities early 1960 at Tabeth building in Zkak Blat, and then moved in 1982 to Moucarri Center, Bourj Hammoud, Dora Highway. Lastly, the Association changed its premises in July 2001 to a newly acquired building, situated at the intersection of the Gouraud and the George Haddad Streets, Beirut. The building comprises ten stories, of which four above and four under the ground, with a ground floor and a mezzanine. Total built area covers 4227 m2, of which 2456 m2 are dedicated for offices. The total cost, including furniture and equipment, amounted to around USD 6 million.




L'Association des banques du Liban (ABL) est une organisation professionnelle fondée en 1959. Sa principale mission consiste à servir et à défendre les intérêts de ses membres, banques libanaises et étrangères, et à les promouvoir sur les marchés national et international.

L'Association intervient activement dans les débats portant sur l'élaboration de la politique macroéconomique dans le pays, ainsi que dans la préparation des projets de lois et règlementations bancaires. Elle joue également un rôle actif dans la coordination des efforts des banques concernant leurs intérêts communs tels: l'unification des règles et conditions régissant les opérations et services bancaires, les pourparlers avec le syndicat des employés de banques sur la Convention collective de travail, la modernisation des systèmes de paiements et télecommunication.

Sous la tutelle d'un conseil d'administration élu tous les deux ans, l'ABL remplit ses obligations grâce à une équipe professionnelle qui travaille à plein temps auprès du Secrétariat Général et grâce également aux efforts de ses sept comissions de travail.

Aujourd'hui, les services accordés aux banques membres ont évolué pour inclure:

• La représentation du secteur dans les débats sur la politique économique générale.
• La publication d' informations bancaires et leur diffusion à toutes les entités des secteurs public et privé dans le pays, comme à l'étranger.
• Les travaux de recherche et les données statistiques sur les variables économiques et financières,
• La formation et le développement des ressources humaines du secteur bancaire.

Depuis sa fondation, l'Association des Banques du Liban a eu à sa tête douze Conseils d'Administration présidés successivement par:

L'organe exécutif de l'Association est constitué de son Secrétariat général qui dispose de divers départements (Etudes et recherches, Statistiques et banque de données, Formation, Communication et Publication, etc.) dont les activités, menées toujours conformément aux décisions et directives du Conseil d'Administration, visent à soutenir et à défendre les intérêts du secteur bancaire. Les Secrétaires Généraux qui se sont succédé à la tête du Secrétariat général sont les suivants: M. Michel CHARR (1963-1970), Dr. Pierre NASRALLAH (1970-Février 1980), M. Antoine OBEID, p.i., (Mars 1980-Septembre 1991) et Dr. Makram SADER (Septembre 1991 à ce jour).

De même, l'ABL gère conjointement avec l'Univesité Saint-Joseph (U.S.J.) le Centre d'Etudes Bancaires (C.E.B.) où poursuit un nombre d'employés de banques leurs études spécialisées selon un programme s'étalant sur plusieurs années et sur deux niveaux académiques.

Le siège de l'Association des Banques du Liban, établi dès le début des années 1960 dans le secteur de Zokak el-Blat, a été transféré en 1982, pour raison de sécurité, au "Centre Moucarri", sur l'autostrade Bourj Hammoud - Dora. 

En 1999, l'Association a acquis son propre immeuble sis à l'intersection des rues Gouraud et Georges Haddad, quartier Saïfi, en plein centre de la ville de Beyrouth et où, après réaménagement, elle s'est définitivement installée dès le début de juillet 2001. L'immeuble est composé de quatre sous-sols, d'un rez-de-chaussée avec sa mezzanine et de quatre étages, le tout étant d'une superficie de 4227m2. Les bureaux de l'Association occupent 2456 m2, le reste servant de dépôts et de parking. Quant au coût global de l'immeuble, y compris l'ensemble de ses installations et équipements, il s'est élevé à près de 6 millions de dollars américains.

تأسسـت جمعيــة مصــارف لبنــان سنـة 1959 بموجب قـرار رقم 1643 تاريـخ 6/10/1959. واعضـاء الهيئة التأسيسية هم الاستـاذ بيـار اده رئيسـاً، والسـادة جـان ابوجـوده وانيـس البيبي وفؤاد الدحداح وجوليوس تومسون اعضاء.

تهـدف جمعيــة المصــارف الـى توثيـق اواصـر التعـاون ودعم الروابط وتنسيق النشاطـات بيـن اعضائهـا، كما تسعـى الى ايجـاد الأنظمـة وسـنّ التشريعـات المتعلقة بتطوير المهنـة المصرفيـة او أيـة تشريعـات تتعلـق بالشـؤون الماليـة والمصرفيـة.

وتتولى الجمعية كذلك تنسيق جهود المصارف في ما يخص مصالحها المشتركة : توحيد قواعد و شروط العمليات والخدمات المصرفية المفاوضات مع إتحاد نقابات الموظفين حول عقد العمل الجماعي تحديث لأنظمة الدفع و الإتصالات.

يحـق لكـل مصـرف مدرج في لائحة المصارف التي يضعها مصرف لبنان أن ينضـمّ ، بنـاء على طلبـه، الى الجمعية كعضـو عامـل فيهـا، كمـا يمكـن لمكاتـب التمثيـل التابعـة لمصـارف أجنبيـة أن تنضمّ الى الجمعيـة كأعضـاء منتسبيـن.

تعاقب على رئاسة الجمعيـة منذ تأسيسهـا حتـى اليـوم السادة : بيار اده (1959 - 1967)، أنيس البيبي - بالنيابة (1968)، جوزيف جعجع (1969 - 1977)، د. اسعد صوايا (1978 - 1983)، انطوان شادر (1983 - 1985)، عادل القصار - بالنيابة (1985 - 1987)، عبـد الله الزاخم (1988 - 1989)، د. جـورج عشـي (1989 - 1993)، ريمـون عــوده (1993 - 1994)، د. فرنسـوا باسيل (1994 - 1997)، وفريد روفايل (1997 - 2001)، جوزف طربيه (2001-2005)، فرنسوا باسيل (2005-حتى تاريخه).

وللجمعيـة أمانـة عامـة تضمّ عدة مديريات : الدراسات والإحصاء، التدريب والتأهيل، الإعلام والنشر، إضافة الى الشؤون المالية والإدارية.

وقد تعاقب على منصب الأمانة العامة، السـادة: ميشال شـار (1963 - 1970)، الدكتور بيـار نصر الله (1970 - 1980) مجيد جنبلاط (مساعد 1980-1984) انطوان عبيد (مساعد 1980 - 1991) والدكتور مكرم صادر (أيلول 1991 حتى تاريخه).

وتساعـد مجلـس الجمعيـة في مختلـف نشاطاتـه سبع لجان منبثقة مـن الكادرات المصرفية هي : لجنة الموارد البشرية والشؤون الاحتماعية، لجنـة التنظيم والمقاييس والمعلوماتية ، لجنـة الدراسـات، اللجنة القانونية، لجنة المخاطر المصرفية، لجنـة مكافحة تبيض الاموال، لجنة الشروط والاستثمار المصرفي و لجنة المصارف الاسلامية.

كما تديـر جمعيـة المصـارف بالتعـاون مع جامعـة القديـس يوسـف في بيـروت مركز الدراسـات المصرفيـة، حيث يتابـع فريـق من موظفـي المصـارف دراساتهـم المتخصّصـة في الشـؤون المصرفيـة، حسـب برنامـج يمتـدّ علـى سنـوات عدة وفق مستويين من التحصيل الاكاديمي.

وفي مطلع الستينات، اتّخذت الجمعية مقراً لها في بناية تابت في زقاق البلاط، ثم انتقلت سنة 1982 الى سنتر مقري الكائن على اوتوستراد برج حمود - الدورة. وفي بداية شهر تموز 2001، انتقلت الى مقرّها الجديد في منطقة الصيفي، عند تقاطع شارعي غورو وجورج حداد، وهو مبنى مؤلّف من أربع طبقات فوق الأرض وأربع طبقات سفلية، إضافة الى الطابق الأرضي والميزانين. تبلغ مساحته المبنية الاجمالية 4227 متراً مربعاً، وحصة المكاتب منها 2456 م2. أما التكلفة الاجمالية للمقرّ بما فيه التجهيز والأثاث ، فقد ناهزت ستة ملايين دولار.
